Exempt at every stage

The deposit qualifies under section 80C, the interest is exempt, and the maturity amount is tax free. Very few instruments are exempt at all three stages, which is what makes PPF hard to beat for its risk level.

Deposit by the 5th

Interest is calculated on the lowest balance between the 5th and the last day of each month. A deposit made on the 6th earns nothing for that month. Depositing the annual amount by 5 April earns a full year of interest on it.

The rate is not fixed

It is notified quarterly by the government and has moved considerably over the years. A fifteen-year projection at today's rate is an approximation, not a promise.

Liquidity

Fifteen-year term, extendable in blocks of five. Partial withdrawal from the seventh year, a loan from the third to the sixth. Plan around the lock-in rather than being surprised by it.
